While all care has been taken by the author and publisher, not all risks and vulnerabilities will be identified using the vulnerability assessment tools nor within the food fraud risk information database documentation; ; a product, product group, raw material, ingredient, facility, manufacturing process, supplier or supply chain that is identified as being unlikely to be vulnerable may nevertheless be affected by food fraud, including economically motivated adulteration, substitution or dilution, other threats, malicious tampering, acts of terror, accidental contamination, deliberate contamination, food safety incidents, other types of fraud and failures of regulatory compliance.
The food fraud vulnerability assessment tools are designed to consider potential vulnerabilities only within the business’ supply chain. They do not address vulnerabilities within the user’s business, processes or facilities. They do not replace the judgement of an expert person, who should review all results and make the final decisions regarding likelihood and severity of consequences.
The intentional adulteration vulnerability assessment tool is designed to assess vulnerabilities to acts of intentional adulteration committed with the intention of causing harm, it is not suitable to assess vulnerabilities to food fraud, theft, active shooter incidents, cyber attacks and other crises. It requires expert knowledge of a facility’s food handling operations. It requires a properly qualified person to identify and include every step in the food handling and manufacturing process. It does not replace the judgement of an expert person, who must make the final decisions about whether all steps have been included and about which steps are vulnerable.
Food fraud and food defense vulnerability assessments and horizon scanning for food fraud are relatively new concepts, the ideas are still being refined and there is currently no consensus on best practice. The author and publisher give no assurance whatsoever that the food fraud risk information database, its associated documentation or the content generated using the vulnerability assessment tool products will meet the requirements of any management system standard, regulatory requirement, code of practice, regulation, rule, inspection process, auditing system or any auditor, certification body or inspector.
